Designation
of Conformity Assessment Bodies
Under Mutual Recognition Agreement (MRA)
Telecommunication
Engineering Centre (TEC) under Department of Telecommunications (DoT),
Ministry of Communications and IT, Government of India has been
appointed as the Designating Authority (DA) on behalf of DoT for
Telecom Equipment under MRA between India and Singapore. TEC has the
role of designating Conformity Assessment Bodies (CABs) located in
India to perform testing and certification of telecom products to the
Mutual Recognition Agreement or Arrangement (MRA) partner’s
requirements. The role of TEC as DA is also to register CABs located in
the territory of MRA partner to perform testing and certification of
telecom products to India’s requirements.
To qualify for designation, CABs must fulfil the criteria
of designation. These will be assessed by TEC in accordance with the
criteria laid down by TEC. TEC will issue Certificate of Designation to
CAB. These certificates will be valid for 3 years and may be
renewed 6 months before the expiry date. The Designating Authority will
suspend and/or withdraw the designation of CAB in case they contravene
the terms and conditions of designation.
The
following documents lay down the procedures and criteria for
designating Conformity Assessment Bodies for testing and/or certifying
to the MRA partner’s requirements between India and Singapore. A
Conformity Assessment Body (CAB) in India interested in certifying
and/or testing of any telecom products to the requirements of a foreign
country/custom territory that has entered into Mutual Recognition
Agreement or Arrangement with India need to apply to TEC, the
Designating Authority for Telecom Equipment. The document also lays
down the procedure for registering CABs designated by the MRA partners
to certify to Indian requirements.
TEC as the Designating Authority reserves the right to amend and
introduce new requirements to this scheme as and when required.
India has MRA with Singapore in Telecom Sector. For
