Power & Duties of M & P Division

The particulars of Divisions functions & duties: 

i. Role and functions of M&P Division

A. Personnel& Establishment

Personnel and establishment cellsof TEC performs various activities related to HR functionssuch as handling of fixation of pay, posting and transfer, maintenance of service books, records, personal files,      Medical permission and claims/ Settlement of bills, LTC cases, RTI cases, Legal matters, PQ, Handling Promotions and Increments, Leave Records, Staff claims/ Settlement of bills, all pension cases of retired/retiring TEC employees, Matters related to legal , court cases of personal section, Implementation of disciplinary cases and Establishment matters such as compilation of Annual confidential report, GPF advance and withdrawal, competency development and training etc.

B. Mutual Recognition Arrangement (MRA)

Mutual Recognition Arrangement (MRA) is an agreement by which two or more countries agree to recognize one another’s Conformity Assessment regarding standard of goods. TEC has been appointed as designating authority by Department of Telecommunications, Govt. of India for designation of domestic test Labs and Certification Bodies and recognition of foreign test labs and Certification Bodies under Mutual Recognition Arrangement (MRA). The MRA activity of TEC includes recognition of laboratories in India as Conformance Assessment Bodies (CAB) and Certification Bodies (CB) as well as  Recognition of CABs and CBs located in another country.

C. Accreditation

Accreditation is a process of third party attestation related to a conformity assessment body conveying formal demonstration of its competence to carry out specific conformity assessment tasks as per ISO 17025 or ISO 17065  etc.  Accreditation is a voluntary program.This division is responsible for all activities related to the formation of a separate accreditation board in the field of telecom as National Accreditation Board for Telecom (NABT) to carry out accreditation activities in India in collaboration with QCI based on International standards as well the standards developed by TEC, DOT. 

ii) Duties of officers:

DDG (M&P):DDG (M&P) is responsible for management of Administration, Accreditation and & MRA Division.The main activities include: 

  1. Formation and approval of Annual Action Plan, distribution of activities.
  2. Approval of various documents, minutes of meetings, etc
  3. Coordination, finalization and monitoring of development of various documents
  4. Maintenance and up gradation of Library.
  5. Designation and Recognition of domestic and foreign Conformity Assessment Bodies (CAB) and Certification Bodies (CB)
  6. Issue of Designation to domestic CABs
  7. Issue of Notification for recognition to CABs through MRA partner
  8. Updating the List of Designated CABs and CBs on web site
  9. Accounts related issues of TEC
  10. Training – Domestic
  11. Settlement of Pension cases for retired/ retiring staff of TEC.
  12. Coordination with different stakeholders for setting up of accreditation board for Telecom industry
  13. Personnel , Establishment etc. issue pertaining to TEC
  14. Any other duties as assigned by Sr. DDG 

Director(P):Director (P) is responsible for overall supervision of Personnel matters of TEC staff . Main activities include:

  1. Transfer & Posting, Promotion & DPC
  2. Staff claims/ Settlement of bills.
  3. Service Books, Leave accounts etc.
  4. Fixation of Pay and all other HR functions.
  5. Settlement of Pension cases of retired/ retiring employees.
  6. PG and RTI cases
  7. General administration of the division.
  8. Any other duties as assigned by DDG (M&P) 

Director (Est.&Trg): Director (Est.& training) is responsible for overall supervision of establishment issues and training of TEC  staff. Main activities include:

  1. Medical permission and claims/ Settlement of bills.
  2. Staff claims of GPF advance/final withdrawal.
  3. Maintenance of APAR, disposal of representations
  4. Matters related to legal , court cases of personal section
  5. Implementation of disciplinary cases
  6. Maintenance of library
  7. Training to the TEC official and feedback from official
  8. Competency development
  9. Any other duties as assigned by DDG (M&P) 

Director (Acc): Director (Accreditation) is responsible for all the activities related to establishment of National Accreditation Board for Telecom in India. 

Director(MRA):Director (MRA) is responsible for overall supervision of the issues related to MRA cell. Main activities include:

  1. Designation and Recognition of domestic and foreign Conformity Assessment Bodies (CAB) and Certification Bodies (CB)
  2. Any other duties as assigned by DDG (M&P) 

ADG(P): Main activities involved :- 

  1. The supervision of the following activities:
    1. Transfer & Posting, Promotion & DPC,
    2. Staff claims/ Settlement of bills.
    3. Service Books, Leave accounts etc.
    4. Fixation of Pay and all other HR functions.
    5. Settlement of Pension cases of retired/ retiring employees.
    6. PG and RTI cases
  2. Timely Completion of all activities assigned to M&P Division
  3. Any other duties as assigned by Dir (P) 

ADG (Estt. &Trg):ADG (Est. & training) is responsible for overall supervision of establishment matters and training of TEC staff.  Main activities include:

  1. Medical permission and claims/ Settlement of bills.
  2. Staff claims of GPF advance/final withdrawal.
  3. Maintenance of APAR, disposal of representations
  4. Matters related to legal , court cases of personal section
  5. Implementation of disciplinary cases
  6. Maintenance of library
  7. Training to the TEC official and feedback from official
  8. Competency development
  9. Any other duties as assigned by Dir (Estt&Trg) 

ADG(MRA)

  1. Designation and Recognition of domestic and foreign Conformity Assessment Bodies (CAB) and Certification Bodies
  2. Evaluation of Application received from domestic CAB/CB
  3. Evaluation of Recognition Request of CAB/CB received from DA under MRA 

JTO(MRA): Main activities involved 

  1. Designation and Recognition of domestic and foreign Conformity Assessment Bodies (CAB) and Certification Bodies
  2. Evaluation of Application received from domestic CAB/CB
  3. Evaluation of Recognition Request of CAB/CB received from DA under MRA
  4. Informing the applicant about discrepancies/deficiencies(if any) in the submitted application and documents
  5. Timely Completion of all activities assigned to MRA Division
  6. Any other duties as assigned by ADG (M&P)
