Power and Duties of FA Division

Role and functions

  1. Fixed Access (FA) Division is responsible for formulation of generic requirements in the areas of Fixed Access Technologies( Copper cable based and Optical fibre based) such as ASDL, HDSL, SHDSL, VDSL, Passive Optical Networks (PON), Power plant and batteries, Test and measuring instrument for testing of Fixed Access Equipment/Products. Basically, FA division performs the essential of harmonizing all the international standards to make a single fully compatible standard in the form of GRs / IRs by interacting with all the stakeholders. Representatives of public sector and private sector telecom service providers also attend meeting of the Sub-DCC, MF and DCC convened by TEC, to formulate these GRs / IRs. The GRs / IRs, developed by TEC are followed by Indian Telecom Service Providers to ensure seamless communication between various networks.
  2. Technology approval of Telecom Equipment/product developed by C-DOT.
  3. Interaction with various international standards Development Organisations (SDOs), viz., ITU, IEEE, ETSI, ATIS, 3GPP, ANSI, IEC, ISO, ASTM, IETF, MEF, etc. In the field of activity
  4. FA division also carries out technical interactions with DOT and other departments and organisation viz. BBNL, BSNL, MTNL, C-DoT, BIS, ITU, APT, TRAI and Other Telecom Stakeholders.

  Other scope of work and activities:

FA division prepares and develop standards on Measurement metrics and measurement methodology for telecom equipment such as Mobile core equipment, transport, access equipment, data centre’s, CPE and power equipment etc. to be energy assessed and certified green Passport. Reduction of Carbon emission in Telecom Network and testing of Telecom equipment to be energy assessed and certified green passport which involves the following activities: (i) Finalization of Measurement metrics (ii) Preparation of test procedure/measurement methodology for testing and certification (iii) Norms/ICT standards for Green Passport.

  1. ii) Duties of officers and employees:

DDG (FA): DDG (F’A) is responsible for overall activities, management and  administration of the FA Division, Main activities include:

 

  1. Formation and approval of Annual Action Plan, distribution of activities.
  2. Approval of various documents, minutes of meetings, etc
  3. Coordination, finalization and monitoring of development of various documents
  4. Formation of Sub-DCC, DCC and MF committees
  5. Timely furnishing technical inputs to and attending meetings in various other departments and organizations, viz., DoT, BSNL, MTNL, C-DoT, TRAI, and carrying out technical interactions with ITU, APT, TRAI, TDSAT, OST, DSIR, DIT, TDB, NDMA, BIS. and other Telecom Stakeholders, as and when required
  6. evaluation and Field Trials of external plant network, battery and power plant equipment and passive optical network etc. to be inducted in Indian telecom network
  7. Timely Completion of all activities assigned to FA Division
  8. Preparation of Implementation plan for testing and certification
  9. General administration of the division

 

Director (FA): Director (FA) is responsible for overall activities  management and administration of the FA Division.Main activities include:

 

  1. Coordination and monitoring of development of various documents. (GRs/IRs )
  2. Timely furnishing technical inputs to and attending meetings with various other department and organizations, viz., DoT, BSNL, MTNL, C- DoT, TRAI and carrying out technical interactions with ITU, APT, TRAI, TDSAT, DST, DSIR, DIT, TDB, NDMA, BIS, and other Telecom Stakeholders, as and when required.
  3. Testing evaluation and Field Trials of external plan network battery and power plant equipment and passive optical network etc, to be inducted in Indian Telecom network
  4. Timely Completion of all activities assigned to FA Division
  5. Preparation of Implementation plan for mandatory testing
  6. General administration of the division

  3. Preparing agenda for Sub-DCC and MF committees
  4. Testing evaluation and field trials of external plan network battery and power plant equipment and passive optical network etc. to be inducted in Indian Telecom network
  5. Timely Completion of all activities assigned to FA Division

 ADET (FA): Main activities involved 

  1. Preparing Pre-DCC draft of GR.s/[Rs
  2. Preparing agenda for Sub-DCC and MF committees
  3. Testing evaluation and Field Trails of external plan network battery and power plant equipment and passive optical network etc, to be inducted in Indian Telecom network
