Power and Duties of IT Division

Role and functions

  1. The “Information Technology” (IT) Division is responsible for standardization and associated activities in the technology areas related to Internet Protocol IPv4 and IPv6, association with DoT for IPv6 implementation in the country, Implementation of various IT projects for e-TEC, development and maintenance of TEC website, Maintenance of IT infrastructure in TEC etc. IT division performs the essential of harmonizing all the international standards to make a single fully compatible standard in the form of GRs / IRs by interacting with all the stakeholders. Representatives of public sector and private sector telecom service providers also attend meeting of the Sub-DCC, MF and DCC convened by TEC, to formulate these GRs / IRs. The GRs / IRs, developed by TEC are followed by Indian Telecom Service Providers to ensure seamless communication between various networks.
  2. Technology approval of Telecom Equipment/product developed by C-DOT.
  3. Interaction with various international standards Development Organisations (SDOs), viz., ITU, IEEE, ETSI, ATIS, 3GPP, ANSI, IEC, ISO, ASTM, IETF, MEF, etc. In the field of activity
  4. IT division also carries out technical interactions with DOT and other departments and organisation viz. BBNL, BSNL, MTNL, C-DoT, BIS, ITU, APT, TRAI and Other Telecom Stakeholders.

 ii) Duties of officers and employees:

 DDG (IT): DDG (IT) is responsible for overall activities, management and  administration of the IT Division, Main activities include:

  1. Formulation and implementation of Annual Action Plan of ‘IT’ Division.
  2. Formation of Sub-DCC, DCC and MF committees, holding of DCC meeting of ‘IT’ division & is the convenor of DCC meetings of the Division.
  3. Finalization of GRs/IRs/Standards on the items pertaining to the division.
  4. Approval of various documents, white papers/study papers on latest technologies in the field of Telecom, minutes of meetings, etc.
  5. Coordination, finalization and monitoring of development of various documents
  6. Timely furnishing technical inputs to and attending meeting with various other departments and organizations, viz, DoT, BSNL, MTNL, C-DoT, TRAI, ISO, and carrying out technical interactions with ITU, APT, TRAI, TDSAT, DST, DSIR, DIT, TDB, NDMA, BIS, NATGRID, TCoE and other Telecom Stakeholders, as and when required.
  7. Coordination and activities (pertaining to ‘IT’ Division) related to the Digital Signature, TEC website, Online Applications on TEC website and online sale of TEC documents.
  8. Testing, evaluation and Field Trials of IT equipment to be inducted in Indian Telecom Network.
  9. Participation in Apex Committee meetings to examine proposals to offer telecom and Networking services using IT,IP equipments, participate in various committees & Technical Advisory Groups (TAG)
  10. Allotment of ISP codes in coordination with ITU-T.
  11. Timely completion of all activities assigned to IT Division.
  12. General administration of the Division.

 Director(IT):Director (IT) is responsible for overall activities  management and administration of the IT Division.Main activities include:

  1. Implementation of items of Annual Action Plan.
  2. Coordination and monitoring of development of various documents. (GRs/IRs/SRs/SD’s etc.)
  3. Convenor of DCC-Sub committee, providing technical support to DoT, BSNL, MTNL, TRAI and coordination with organisations such as C-DoT, ISO, BIS etc.
  4. Testing, Evaluation and Field Trials of IT equipment.
  5. Analysis of proposals related to IT received from DoT and field units.
  6. TEC website and Intranet.
  7. Study of various technologies and preparation of white papers/study papers on latest technologies in the field of IT/Telecom.
  8. Timely furnishing technical inputs to and attending meetings with various other departments and organisations, viz., DoT, BSNL, MTNL, C-DoT, TRAI, ISO; and carrying out technical interactions with ITU, APT, TRAI, TDSAT, DST, DSIR, DIT, TDB, NDMA, NATGRID, BIS, and Other Telecom Stakeholders, as and when required.
  9. Testing, evaluation and Field Trials of ‘Information technology equipments to be inducted in Indian Telecom Network’ and ‘proposals related to the service and application, IP received from DoT and field s.
  10. Participation in various committees & Technical Advisory Groups (TAG)
  11. Coordination and activities pertaining to ‘IT’ group related to the Online Applications on TEC website, and online sale of TEC documents etc.
  12. Study of the various technologies and preparation of white papers/study papers on latest technologies in the field of IT/IP/Telecom/ as per Annual Action Plan
  13. Holding of DCC-Sub DCC and Manufacturer Forum Meetings of ‘IT’ group
  14. Timely completion of all activities assigned to IT group
  15. Allotment of ISP codes in coordination with ITU-T.
  16. Activities related to IPv6.
  17. General administration of the I group

 AD(IT-1): Main activities involved

  1. Activities related to Internet Circuits and IT equipments
  2. Maintenance of TEC website.
  3. Work/activity related to coordination & interaction with other technical bodies.
  4. Activities related to general administration of staff in IT group.
  5. Work related to ISO Certification
  6. Associating Dir (IT) in various activities
  7. Preparation of reports of ‘IT’ Group
  8. General co-ordination for the arrangements for the SDCC/MF/DCC Meetings
  9. Monitoring the progress of Annual Action Plan
  10. Maintenance of General files and GR files of equipments not in use now.

 ADG(IT-2): Main activities involved

  1. Activities related to preparation of various drafts of GRs/IRs/SRs/SDs documents as per AAP.
  2. Preparation of Information sheet for various GR/IR’s
  3. Preparation of TSTP’s for various GR/IR’s as per AAP
  4. Testing, evaluation and Field Trials of Service Application equipment to be inducted in Indian Telecom Network and proposals related to the video streaming &video gateway received from DoT and fields
  5. Study of the various technologies and to generate the input for writing white papers/study papers on latest technologies in Telecom, as per Annual Action Plan
  6. Work/activity related to coordination & interaction with other technical bodies.
  7. Work/activity related to concerned Sub DCC/MF/DCC meetings.
  8. Allotment of ISP codes in coordination with ITU-T
  9. Activities related to IPv6
  10. Work relating to online collection of test fees project
  11. Work allocation is given below
  12. Security Equipment including Firewall, Intrusion Prevention Systems, Lawful Interception System of IP/IPLC Networks, Unified Threat Management Systems etc.
  13. Application over IP platform like CDN, Video Conferencing, Audio conferencing, IVRS Systems.
  14. Time Stamping of Telecom Networks.
  15. MPLS, VoIP, Data Circuits Test Instruments

ADG(IT-3): Main activities involved

  6. Work/activity related to co-ordination and interaction with other technical bodies.
  7. Work/activity related to concerned Sub DCC/MF/DCC meetings.
  8. Maintenance of LAN, Intranet and Internet connectivity
  9. Activities relating to LAN Infrastructure upgradation.
  10. Work allocation is given below
  11. Core/Edge layer-3 IP Transport network Technologies such as MPLS/Routers etc.
  12. Aggregation IP layer-2 Transport Network using Technologies such as layer-2 Switches/RPR/PBB/MPLS-TP etc.
  13. Access Routing Product like Customer End Routers.
  14. Network and Application Load Balancers.

ADET(IT-4): Main activities involved

  1. Activities related to preparation of various drafts of GRs/IRs/SRs/SDs documents
  2. Preparation of Information sheet for various GR/IR’s
  3. Preparation of TSTP’s for various GR/IR’s as per AAP
  4. Testing, evaluation and Field Trials of Service Application equipment to be inducted in Indian Telecom Network and proposals related to the IP received from DoT and fields
  5. Study of the various technologies and to generate the input for writing white papers/study papers on latest technologies in the field of IP /Telecom, as per Annual Action Plan
  6. Work/activity related to co-ordination and interaction with other technical bodies.
  7. Work/activity related to concerned Sub DCC/MF/DCC meetings.

  9. Activity related to the online sale of TEC documents.

  1. Service Gateway Equipment like Broadband Network Gateway, Broadband Remote Access Server, Access Service Network Gateway, Packet Gateway (P-GW).
  2. International IP Gateway.
  3. Network Management Systems.

IT Systems like Servers, Storage, Cloud Infrastructure, Internet data Center, LAN Infrastructure etc.
