oneM2M specifications (transposed by TSDSI), adopted as National standards by TEC

Telecommunication Engineering Centre (TEC) is the National Standardisation Body for Telecom and related ICT sector in India. Standardization Guide –A policy document for adoption of Domestic/ international standards into national standards was issued vide O.M. No. 2-1/2018/SD/TSDSI/TEC/5 dated 08-05-2020. 

TSDSI (Telecommunications Standards Development Society of India) is a membership based, Standards Development Organization (SDO) for Telecom/ICT products and services in India. It is registered as a not-for-profit society, under the Indian Societies Registration Act XXI of 1860.

oneM2M: ETSI (Europe), TTC (Japan), ARIB (Japan), ATIS(USA), TIA (USA), TTA (Korea) CCSA (China) had come together and created a partnership project oneM2M in 2012, to avoid creation of competing M2M standards. Later, TSDSI from India had also joined as a partner member in oneM2M. They are working to create standards for the common service layer.

oneM2M released its first set of specifications (Release 1) in Jan 2015, Release 2 in March 2016 and Release 3 in Dec 2018. Work is in progress on Release 4 and Release 5.

TSDSI transposes oneM2M specifications time to time and submits to DoT/ TEC for considering them for adoption / ratification. TEC carry forward the work as per the procedures mentioned in Standardisation Guide. Two committees namely Consultative Committee (CC) and Telecom Standards Advisory Committee (TSAC) are formed time to time for this work. Role of the Consultative Committee (CC) is to collate public comments against the proposed standard (for adoption), review them and accordingly prepare a report towards inclusion or rejection of those comments. The CC, chaired by DDG (IoT) TEC, comprises of a large number of members from industry verticals, academia and the government. Telecom Standards Advisory Committee (TSAC), chaired by DDG (Standardisation) TEC, is an apex level committee having members from DoT/ TEC, BIS, TSDSI, C-DOT.

 

Adoption of oneM2M Release 2 specifications as National standards

TSDSI-transposed oneM2M Release 2 specifications, submitted by TSDSI to DoT, were forwarded to TEC in Jan 2018, for considering them for adoption / ratification.

Sr. DDG TEC formed Consultative Committee (CC) and Telecom Standards Advisory Committee (TSAC) in February 2019. Consultative committee made detailed deliberations in nine virtual meetings, two webinars and two conferences/training programmes. CC submitted its report in December 2019 to TSAC for further necessary action. TSAC agreed on the recommendations of CC in its meeting held in January 2020. These recommendations have been approved by the competent authority for adopting these specifications as National standard. TEC issued an O.M. No. 19-1/2019-STD/ TEC/2, dated 17-09-2020 notifying the same. These standards are available as (TEC 30001:2020- 30023:2020). These national standards shall be voluntary unless made mandatory by its use, reference or adoption by regulation / Govt. directive.

Adoption of oneM2M Release 3 specifications as National standards

TSDSI transposed oneM2M Release 3 specifications and submitted to TEC in Dec 2020, for considering them for adoption.

To carry forward the work, two committees namely Consultative Committee (CC) and Telecom Standards Advisory Committee (TSAC) were formed. Consultative Committee (CC) constituted in August 2021 made detailed deliberations in eight virtual meetings and two webinars.  CC submitted its report in June 2022 to TSAC for further necessary action. TSAC agreed on the recommendations of CC in its meeting held in July 2022. These recommendations have been approved by the competent authority for adopting these specifications as National standard. TEC issued an O.M. No. 19-01/2020-STD/TEC, dated 01-08-2022 notifying the same. These standards are available as (TEC 30001:2022- 30035:2022). These national standards shall be voluntary unless made mandatory by its use, reference or adoption by regulation / Govt. directive.
