Personnel & Training (P&T)

 

Personnel Section: 

Personnel Section shall be responsible for handling personal matters of staff and the organization.  Broad functions of Personnel division are as below:

  • Service matters of all employees of TEC and Regional Centres
  • Transfer, posting, promotion, financial upgradation and deputation related matters
  • Nodal for SPARROW Performance Appraisal Portal and custodian for Annual Performance Appraisal Reports (APAR)
  • Engagement of Consultants, Research Associates and Interns
  • Matters related to recruitment, deputation etc
  • Custodian of Service Books and Personal Files
  • Disciplinary case and related matters
  • Issue of Service Certificate and Qualifying service certificates
  • Residual Service matters of absorbed employees of the organization
  • Permission for foreign travels, higher studies, and cases requiring permission/intimation
  • Casual Leave and Special Casual Leave, Resignation, LTC, Probation, Technical Resignation etc.
  • Public Grievance cases through CPGRMS portal
  • Handling Court Cases, Arbitration etc in service matters 
  • Handling RTI applications and RTI Appeals related to personnel division
  • VIP reference, Parliament Questions, Parliament Assurances related matters
  • Union meetings, representations and related matters
  • Handling of C&AG para, Audit reports related to personnel matters

Establishment Section: 

Establishment division shall be responsible for Establishment related matters of the organization. Broad functions under Establishment division are as below:

  • Establishment matters like creation, retention and diversion of posts in organisation
  • Establishment matters of Regional Units of organization
  • Coordination with DOT Hq/ BSNL and MTNL on Establishment matters
  • Pay & allowances, pension, financial upgradation cases of  organisation
  • Medical facilities, medical claims, reimbursements etc
  • Settlement of pension, family pension, commutation of pension, DCRG cases
  • Pensioners ID card and other matters
  • Implementation of Pay commission recommendations
  • Settlement of pay anomaly cases
  • GPF Withdrawal cases and final payment cases
  • Payment of Loans and Advances
  • Permission for Higher Studies, sanction of honorarium
  • Permission for commercial employment after retirement
  • Holding pension adalat and matters related to SCOVA meetings
  • Issuing Service Certificate for concessional telephone facility
  • Public Grievance cases related to establishment matters
  • Handling RTI applications and RTI Appeals related to the division
  • VIP reference, Parliament Questions, Parliament Assurances etc pertaining to the division
  • Handling of C&AG para, Audit reports related to establishment matters
  • Residual establishment matters of the organization

Training Section:

Training Division shall take care of training needs of the employees and shall be responsible for creating competent, motivated and productive human asset in the organization to cater to its challenging requirements.  Training division shall be responsible for following broad functions:

  • Nomination for employees for various training, Seminars, Workshops, Symposiums
  • Nomination of officers for technical committees of DOT and other ministries and organisations
